You have tried what seems to be every other fix under the sun/moon/stars that you can think of, and nothing is working. You are about to toss both Chrome and the Edge on Chrome out the window. Stop. The odds are that you have a TAP driver installed and need to disable it.
- Right click on the windows start button,
- Select Device Manager
- Expand the Network Adapters node
- Right click on each TAP driver, and select disable.
- This may just be the fix you are looking for.
