Compiling a .resx file into a .resources file
XML-based .resx files can be compiled to binary .resources files either by using the Visual Studio IDE or the ResX Generator (ResXGen) sample in the tutorial.

Any .resx file included in a Visual Studio project will be compiled to a .resources module when the project is built. See the Creating a .resources.dll files for cultures supported by your project section for more information on how multiple resource files are used for localization.
You can convert a .resx file into a .resources file independently of the build process using the .NET Framework SDK command resgen, for example:
resgen PanToolCS.resx PanToolCS.resources
